But I know for certain that the Bedford and Burton Sections - BT in Geauga County and the Road Fork and Whipple Sections - BT/ NCTC in Washington County are on this level system. As for the others, you'd have to call those counties one by one and talk to confused dispatchers to see which ones do it. But as stated in the letter above, this is generally how it is almost anywhere.
A Level 3 is also called a "snow emergency." Once the hiker is aware of it, they can't legally travel another inch when the trail is on-road. The question is can the hiker legally set up their tent and take shelter on private property with or without the owner's permission given the circumstances?
